INVITATION TO BID RESIDENTIAL SOUND INSULATION PROGRAM-PHASE 3

The Tweed-New Haven Airport Authority will receive sealed bids for the above named project until 11:00 AM Local Time on May 5, 2017, at Tweed-New Haven Regional Airport, 155 Burr Street, 2nd Floor Administration Building, New Haven, CT 06512, at which time all bids will be publicly opened and read aloud.  Bids received after the time set for the opening will be considered informal and may be rejected.  A Mandatory Pre-Bid Meeting will be held on April 26, 2017 at 1:00 pm at Tweed-New Haven Airport, 155 Burr Street, Administration Building 2nd Floor, New Haven, CT 06512.  This will be the only day and time for prospective Bidders or subcontractors to review the project.

It is the policy of the Tweed-New Haven Airport Authority, that disadvantaged business enterprises, as defined in 49 CFR Part 23, be afforded full opportunity to submit bid proposals in response to this request.  The Tweed-New Haven Airport Authority shall not discriminate against any person because of race, color, sex or national origin, in the award of a contract.

Qualified contractors may purchase copies at Tweed – New Haven Airport, 155 Burr Street, 2nd Floor Administration Building, New Haven, CT 06512 no earlier than 1:00PM April 17, 2017 for a non-refundable payment of $100.00.  Payment shall be in the form of check or money order made payable to The Tweed-New Haven Airport Authority, or cash.  Requests to mail copies of the bid package will be honored only upon receipt of $130.00 (which includes a $30.00 mailing fee).

The work shall include, but is not limited to, the sound insulation treatment for up to 49 residential properties in East Haven and New Haven.  The scope of work for each home may include but is not limited to; window and door replacement, HVAC system installation and associated electrical work, insulation, sheetrock installation, and finish carpentry and painting.

A certified check or bank draft, payable to the order of the Tweed-New Haven Airport Authority; or a satisfactory Bid Bond executed by the Bidder, and an acceptable surety in an amount equal to five percent (5%) of the total bid, shall be submitted with each bid.  Bids which fail to contain bid security, as stated, will be rejected as non-responsive.

Attention is called to the following:

a. The "INSTRUCTIONS TO BIDDERS" must be followed in all respects.

b. Not less than the minimum salaries and wages as set forth in the Contract Documents shall be paid in this project.

c. All pertinent regulations, ordinances, and statutes of the Tweed-New Haven Airport Authority, State of Connecticut, Federal Aviation Administration, City of New Haven and Town of East Haven will be rigidly enforced including but not limited to the following Federal requirements incorporated herein by reference:

• Buy America Preference: (Reference: 49 USC § 50101)
• Foreign Trade Restriction: (Reference: 49 CFR part 30)
• Davis Bacon Requirements: (Reference: 2 CFR § 200 Appendix II(D))
• Affirmative Action Requirement: (Reference: 41 CFR part 60-4, Executive Order 11246)
• Governmentwide Debarment and Suspension: (Reference: 2 CFR part 180 (Subpart C), 2 CFR part 1200, DOT Order 4200.5 DOT Suspension & Debarment Procedures & Ineligibility)
• Governmentwide Requirements for Drug-free Workplace: (Reference: 7 CFR part 182)

d. The successful bidder will be required to furnish a one hundred percent (100%) Performance Bond and a one hundred percent (100%) Labor and Material Bond, each in the full amount of the contract price.

e. The General Contractor will be required to submit a “Contractor’s Certification of Minimum Work” requiring a minimum of 25% of the work, excluding Field Supervision and Project Administration, to be self-performed by the General Contractor.

Bidders should be advised that one or more homes may be dropped from the bid package prior to bid opening. Bidders will be advised by Addendum issued not less than seven (7) calendar days before the bid opening which homes are in the package. Bid results are based on the total lump sum for the homes to be awarded and specified allowances. The Tweed-New Haven Airport Authority reserves the right to reject any and all bids, to waive any informality in the bids, and to accept the bid or bids deemed to be in best interest of the Authority.

Contractors may obtain the Instruction to Bidders, the Proposal Form, Plans, Specifications and other Contract Documents, as prepared by the Architect; The Jones Payne Group, Inc.  at the Tweed New Haven Airport after 1:00pm April 17, 2017.
